What is customs inspection?

Customs clearance is the process carried out by customs authorities to check and verify the accuracy of information in customs documents against the actual situation of the shipment or items undergoing import/export procedures.

Reasons why the shipment needs to be inspected.

Shipments are usually subject to inspection requests for the following reasons:

  • Goods are suspected of having discrepancies in information such as brand, quantity, unit price, model, HS code, and tax rate. Alternatively, there may be issues related to legal violations during the customs clearance process.
  • The customs declaration has been flagged as red. This means the shipment will need to undergo customs document review and physical inspection.
  • Goods not included in the list of items exempt from inspection.
  • Goods/items falling under special circumstances as stipulated by the Prime Minister.

Inspection process

1

Traffic flow

Goods will be categorized into different streams (red stream, yellow stream, green stream) based on their risk level.

2

Check the records

Verify the validity and completeness of customs documents such as customs declarations, shipping documents, quality certificates, etc.

3

Inspect the goods in person.

Inspect the appearance, check the quantity and quality, and compare them with the information on the declaration form.

4

Sample

For certain types of goods, sampling may be conducted to test quality, composition, and related criteria.

5

Decision making

Based on the inspection results, the customs authority will decide whether to allow clearance, request additional documents, or refuse clearance.
